EDF for freelancers: the living FAQ
RBI FAQ status: not published as of 17 Oct 2026 (checked on rbi.org.in). No suspension of EDF filing has been announced.
Short answer
- What: the Export Declaration Form (EDF) is a monthly declaration of your service exports, given to your bank. Required from 1 Oct 2026 under the FEMA (Export and Import of Goods and Services) Regulations, 2026.
- When: within 30 days after the end of the month you invoiced. October invoices: 30 Nov 2026.
- Who: all service exporters on paper. RBI said individuals on contracts of a personal nature need not report; the FAQ defining this is pending.
- ₹10 lakh: per invoice, and it simplifies closing the entry. It is not an exemption.
Who is exempt?
| Your situation | What the rules and RBI say | What to do now |
|---|---|---|
| Individual on a contract of a personal nature (RBI's examples: tutoring, small software work) | RBI said on 7 Oct 2026 these individuals are not required to report. Said at a press conference; not yet in an FAQ or amendment. | Ask your bank to confirm in writing. |
| Freelancer billing in own name, ongoing business-like work | Unclear. The Regulations have no individual exemption; RBI's words were limited to contracts of a personal nature. | Ask your bank what it needs. Keep invoices and FIRAs. |
| Proprietor, GST-registered or trading name | Likely covered by the Regulation text; no exemption announced. | Plan to file monthly unless your bank says otherwise. |
| Partnership firm, LLP or company | Covered. | File one EDF a month through your AD bank. |
| Any invoice up to ₹10 lakh | Not an exemption. The bank may close the EDPMS entry on your declaration that payment was realised, or a quarterly bulk declaration. | Prepare a realisation declaration; ask your bank for its format. |
| Services other than software | Covered, but you may file on or before the day payment is received instead. | Use whichever route your bank supports. |
| Paid via PayPal, Payoneer, Wise, Skydo, a merchant of record or AdSense | No official guidance. Users report banks treating these differently. | Ask the bank that credits your rupees; don't assume the platform files for you. |

What the regulation actually says
Regulation 3(2): "An exporter of services shall furnish to the specified authority, a declaration in EDF specifying the amount representing the full export value of services, within 30 days from the end of month in which invoice for services has been raised." One EDF can cover all of a month's exports; non-software exporters may file on or before receiving payment; your bank can extend the period on a reasoned request.
For an invoice up to ₹10 lakh, the EDPMS entry "may be closed based on a declaration from the exporter" that payment was realised, or by a quarterly declaration for bulk closure.

Questions
Does the RBI EDF apply to freelancers?
The Regulations apply to every exporter of services and do not exempt freelancers. On 7 Oct 2026 RBI said individuals on contracts of a personal nature, such as tutoring or small software work, are not required to report. Where that line falls is not defined yet.
What is the EDF due date for October 2026 invoices?
30 November 2026.
Do I need to file an EDF for every invoice?
No. One EDF can cover all invoices raised in a month.
Is the ₹10 lakh self-declaration an exemption?
No. For an invoice up to ₹10 lakh, the bank may close the EDPMS entry on your declaration that payment was realised, or on a quarterly bulk declaration. It replaces realisation paperwork, not the EDF.
Is the ₹10 lakh limit per year?
No. RBI's Governor said it is per bill, not annual.
Will my bank hold my payment if I don't file an EDF?
The Regulations require banks to satisfy themselves that a transaction is genuine before crediting it. Freelancers on X report banks asking for an EDF before crediting. Practice varies by bank; see our playbook.
Who files the EDF on the RBI portal?
Your bank enters the EDF in EDPMS within five working days of receiving it. You give the bank the EDF and supporting details.
Can I get more time?
Yes. Under Regulation 3(2)(c) your bank may extend the deadline if you request it with reasons.
How long do I have to receive payment?
Nine months from the invoice date for services (Regulation 5, as amended).
Has RBI suspended EDF filing?
No. India SME Forum asked for a 90-day suspension; no suspension has been announced as of 17 Oct 2026.
When will RBI publish the EDF FAQ?
RBI said FAQs would come shortly. None was listed on rbi.org.in when we checked on 17 Oct 2026. We update this page when it lands.
